Governing Bodies

Associates are those private and public organizations whose activities are directly and indirectly related to conformity assessment and accreditation, and who expressly state their willingness to belong to ONAC in such a capacity, as well as their willingness to comply with its bylaws.

According to ONAC’s by-laws, the types of interest are:

  • Direct Interests, which include all those who develop conformity assessment activities, regardless of whether they are accredited or not, as well as the trade or corporate bodies that represent these interests.
  • Indirect Interests, which are all those associates different from the previous ones and who make use of or rely on conformity assessment services, including also trade or corporate bodies representing interests different from those classified as direct.
  • Government, which is represented by institutions of the National Government, designated by the Intersectoral Commission of Quality.

Currently, more than 200 entities of the country are part of the Agency, among which are the main production guilds, universities, conformity assessment bodies such as: certification bodies of persons, product and management systems, inspection bodies, testing laboratories and calibration laboratories and the representation of the Ministries of Commerce, Industry and Tourism, the Ministry of Agriculture and Rural Development, the Ministry of Social Protection and the Ministry of Environment, Housing and Territorial Development.

Types of Associates

  • Founders: Are all those organizations that participated in the creation of ONAC, by means of the subscription of the act of constitution and that comply with the commitments derived therefrom.
  • Adherents: All those organizations that expressly state their willingness to become associates of ONAC after its creation and that comply with the bylaws and the obligations derived therefrom.
  • Honorary Members: All those organizations designated as such by the Board of Directors on account of their institutional qualities, merits, services rendered to ONAC or for any other reason which, in the opinion of the Board of Directors, justifies such distinction.

Additionally, ONAC´S Associates Regulation RRI  establishes the conditions for admission, permanence or withdrawal of ONAC associates, in accordance with the provisions of the current bylaws of the Corporation and the Procedure for associating companies to ONACAnnex 1 – Determination of contributions for new associates, which provides a detailed description of the steps to follow to become an ONAC Associate.

Being a member of ONAC, means having an organization that represents the needs of the country nationally and internationally in conformity assessment and accreditation, thereby achieving the fulfillment of the mission in terms of promoting quality and competitiveness, in addition to:

  • Having an organization that represents the needs of the country nationally and internationally in conformity assessment and accreditation.
  • Having voice and vote in the General Assembly of Associates.
  • Having the possibility to be elected and to elect ONAC´s Board of Directors.
  • Having the possibility of using ONAC´s Associate Symbol, in accordance with the Regulation for the Use of the Accredited and/or Associate Symbol RAC 3.0-03.

How to become an Associate of ONAC Corporation

The organization interested in becoming a member of the corporation can download the following documents:

The above documents must be completed and submitted at ONAC’s facilities or by e-mail to onac@onac.org.co, accompanied by the documents listed below, thus declaring their desire to become a member of ONAC and their commitment to comply with the statutory mandates:

  • Certificate of existence and legal representation of the company, valid for no more than 30 days.
  • Copy of the identity document of the Legal Representative.
  • Certification signed by the legal representative, where the name and identification of their partners and/or shareholders and members of their governing bodies, with identification number.
  • Copy of the Sole Tax Registry (RUT)
  • Financial statements as of December 31 of the immediately preceding year (“Balance Sheet” and “Profit and Loss Statement”).
  • Income tax return for the previous taxable year.

ONAC’s Legal Advisory Office is the area responsible for the reception and management of membership applications, which, after a legal and financial verification, are forwarded to the Board of Directors, which evaluates and decides on each application received. Once approved, the assigned fee is collected (which is paid only once), the Associate Certificate is issued and the new associate is registered in ONAC’s Official Associate Registration Book.

The creation of the Administrative Committee of the Board of Directors is ordered in numeral 11 of article 33 of the Statutes of the National Accreditation Body of Colombia, ONAC.

It is the responsibility of the Board of Directors to regulate the functioning of the Administrative Committee and to delegate functions to it. The delegations made by the Board of Directors to said committee may be granted with a decision-making nature, a power that must be clearly established in the minutes of the Board of Directors that grants it these powers. In accordance with Section 11 of Article 33 of ONAC’s Bylaws, the Good Governance Committee is one of the committees created among the members of the Board of Directors, whose main function is to oversee and ensure that the activities of the related organizations identified in ONAC’s impartiality risk matrix do not compromise the confidentiality, objectivity, impartiality of the accreditations, principles and values, guaranteeing that the safeguards established by ONAC are complied with.

Based on Article 33, Paragraph 11 of ONAC’s Bylaws, the Board of Directors, in session No. 81 of August 31, 2017, approved the text of the reform of the Code of Good Governance, submitted for public consultation; as well as the creation of the Good Governance Committee composed of three (3) members of the Board of Directors, with their respective alternates, which absorbed the functions, the matrix for the identification of conflicts of interest, and the regulations of the Conflict of Interest Committee. Consequently, ONAC’s Corporate Governance Committee is now composed of the following members:

The Executive Director´s office is an integral part of ONAC’s governing bodies, as established in Article 17 of the Corporation’s Bylaws. The Executive Director acts as the legal representative of the entity and is appointed and removed by the Board of Directors, as established in Article 33, Section 6 and 7, of the aforementioned Bylaws. On the other hand, Article 36, grants the Executive Director the responsibility to carry out the activities oriented to ensuring the development and operation of the Organization, complying with its corporate purpose, mission and vision, in accordance with the established values and policies.

The Executive Director is responsible for proposing, disseminating and following up on the strategies and plans for the development, improvement and operation of the organization; overseeing the rational use of the institution’s financial, technological, physical and administrative resources; ensuring the adequate hiring and management of personnel; ensuring ONAC’s services are rendered under adequate and satisfactory conditions for its clients, based on the rules of the accreditation service, the applicable international standards and the policies and documents that must be adopted, in accordance with the requirements established by international accreditation forums and cooperation agreements.
